There is 1 very plausible explanation
and 4 other possibilities {I perceive).
1. North Korea will lose to.....NORTH KOREA! The most foreseeable and likely solution is that North Korea will fall from the inside out
2. China seizes power along with the international community after being fed up. (or for themselves)
3.. Japan and the International community put their foot down build up and take down, probably after North Korea does something crazy.
4. South Korea will act boldly with the right support.
5..(unlikely) The terrorist will disagree with North Korea and take down the leadership at the meeting then the US or someone with kahunas and the will will take power over.
