Lots of people. Masuccio Salernitano was the earliest. Luigi da Porta moved the story to Verona and changed the names of the characters to those we would now recognize. Matteo Bandello reworked the story, adding new details. A French writer, Pierre Boaistuau, translated and amplified Bandello. An English writer, Arthur Brooke translated the French version into an English poem. This was made into a play by William Shakespeare, which is its most famous version. Basing their work on Shakespeare's play, the story has been reimagined as a musical poem (Tchaikovsky, Hector Berlioz), a ballet (Prokofiev), at least 27 operas (notably one by Gounod), dozens of films (notably those by Franco Zeffirelli and Baz Luhrmann), and popular songs (particularly "Romeo and Juliet" by Dire Straits.) As I said, lots of people.
