A person with a criminal history can apply to work with any employer that they want to. Some employers may be willing to give a criminal a second chance while others may refuse to hire someone with a criminal background. If the offense was minor some states don't require a person to admit that they have a criminal history.
You hire the right people by looking at there qualifications and background. A background check should tell you what type of person they are.

A bank will do a criminal background check on all of their employees, but then so will most other employers. They will check your criminal record and likely will not hire you if you have a history of serious crimes.

I would not think so. If you have been there for awhile. If you are a new hire, they can certainly do that. If you are applying, they can not hire you for that reason. Your husbands criminal history has nothing to do with your criminal record. It would be unlawful to fire you because your husband has a criminal record. If that were the case, then anyone married to a felon would be considered a felon too.
Yes, Target is a corporation that does hire people with a criminal record. They, just recently (October of 2013) announced that they will no longer be asking about the presence of a background on their application. They still will do background checks, but you'll be able to meet a person face to face and do an interview before they do it. They've been on the jobs for felons list ( exoffenders.net ) since 2011.

I don't believe that, in most jurisdictions, it is necessary for insurance agents themselves (not the brokers) to be licensed. The question is, will an employer hire you after they do a background check.
