The Civil Rights Act was devised by and written during the presidency of John F. Kennedy. Therefore, Kennedy can be considered the "author" of the Act.

As with all major legislation, the actual writing was done by a lot of unnamed people, mostly civil servants, lawyers, people on the Staff of the president etc.

President John F. Kennedy originally wrote the Civil Rights Act. However, after his assassination, Lyndon B. Johnson strongly advocated the act.
