Which law? God wrote/gave His Law to mankind. In the USA, the Founding Fathers initiated our Law based heavily upon the Scriptural laws. Congress continues to amend/add/remove laws on a near daily basis, every year.
If you mean what is commonly referred to as the Law of Moses in the Torah, this was actually God:-
Exod 31 (v.18) And he [the LORD / God] gave unto Moses, when he had made an end of communing with him upon mount Sinai, two tables of testimony, tables of stone, written with the finger of God.
