I do not think that the word "fault" is the correct one in this context. The Soweto riots started because the black students in South Africa demonstrated against the Bantu school system and in specific against the plan of the NP to implement Afrikaans as a medium for instruction. The students were unarmed, but the police was so surprised by the huge mass of people that they opened fire.
To answer the question: Mainly it was the Apartheidgovernment's fault because they implemented the dishonourable politics. Secondly, the police should not have opened fire, since the crowd was demonstrating peacefully.
