If you wish to make the argument that the people who would eventually become identified the Palestinian Arabs, which would have identified as Phoenician or Canaanites over two millennia ago, then it could be said that they are partial inheritors of the land as are the Israelites/Jews who have had a relatively consistent identity and sense of unity and who have lived in that land for over 3000 years.
