Pretty much both
Well, Katniss begins to like Peeta and Gale doesn't really appear much in the book, so it's mostly Peeta and Katniss.
Peeta gave Katniss bread when her family was starving. It was the favor that meant so much to Katniss. Peeta gave her the bread because he loved her, even then when they were young.
This book is filled with so much suspense! Here are only a few examples that you can translate any way you need to... Book 1: Will Katniss win the games? will she sacrifice her life for Peeta or another tribute such as Rue? Will Peeta die of sickness? will the careers kill Katniss? How will Gale feel about Katniss, if she returns from the games with Peeta? Will Katniss be punished by the capitol for rebelling? Book 2: Will Peeta forgive Katniss for pretending to fall in love with him so they could both win the games? will Katniss actually choose to love Peeta or Gale? What happened to Peeta as he was taken by the capitol? Will Peeta kill himself to save Katniss or vice-versa? Book 3: Will Katniss ever get Peeta to love her again? What happens to Prim? What will happen with Annie and Finnick? Does Peeta remember how he loved Katniss so much and will he ever be able to love her again? What happens between Katniss and Gale? Do Katniss and Johanna ever become friends? Does Katniss really love Peeta? Not all of these examples have to do with straight up action but they all keep you guessing!
Katniss doesn't relize it at first but she loves him more than gale.
His talents pretty much stayed the same
Katniss chooses Peeta instead of Gale, because Gale holds to much rage and Katniss has her own to deal with anyway. Peeta on the other hand does not hold rage at all. Plus they have been threw so much together, so why wouldn't she pick Peeta?
Gale and Katniss... they never really seemed to love each other in the way that Katniss and Peeta does. I think that Gale and Katniss were meant to be best friends, nothing more. But certain people would think otherwise. Gale and Katniss were meant ot be hunting partners. Even though Gale and Katniss kissed, it wasn't the same as Katniss and Peeta kissing. She felt a 'spark' (that's what people in love calls it) with Peeta, but not with Gale. Gale and Katniss met each other in the forest, so their relationship was meant to stay there, never really proceding in the love direction. But Katniss and Peeta met when she was starving and she was loking in his garbage for stale bread or something of the sort, and Peeta burnt the bread so that he can give it to Katniss. Gale and Katniss' relationship was changed when she returned from the Hunger Games because she won and had to move to the victor's house, away from him. There are similarities between them because their fathers were killed in the same mine explosion, and they had to look after their families by hunting illegally and selling their possessions at the Hob. Katniss and Peeta's relationship was also changed when the Hunger Games was finished. Katniss was faking her love for Peeta, but he wasn't faking his for her. He felt hurt when he realized that she didn't love him in the way that he loved her. They never really talked so much when they got back to District 12. To answer your question, Gale wouldn't have been good for Katniss as much as Peeta. They didn't share the loving relationship as with her and Peeta.
When Peeta get hijacked by the capitol he loses his memory and now he only has bad memories of Katniss and tries to strangle her. The doctors try to unhijack him by putting good memories of Katniss back in his mind. Soon he comes back from the Doctors to District twelve. He and Katniss grow back together and at the end when they are in bed Peeta wispers "You love me real or not real" Katniss says real. They get married and have two children together. But Peeta has always loved Katniss.
In the first book, Katniss realises that Peeta loves her is at the very end chapter o the 1st book. Although through that book Peeta repeatedly is covering up/ saving Katniss. In the 2nd book Katniss knows that Peeta will volunteer to join her in the quarter quell knowing about howo much he loves her
**This answer will contain spoilers! Don't read unless you're not planning on reading Hunger Games, Catching Fire, or Mockingjay!**Throughout the story Katniss is never "with" Peeta, it is mostly an act. In Catching Fire, Peeta stages a proposal for the capitol and she says yes, but later they break this off because they're busy escaping from the capitol.
Peeta did not intentionally turn on Katniss in "Mockingjay," book three of the Hunger Games. He was taken in by the Capitol near the end of "Catching Fire" [second book] and, as later revealed in Mockingjay, hijacked by President Snow. Snow took memories Peeta had of Katniss and infused them with tracker jacker poison, to distort the images to make them look like Katniss was trying to hurt Peeta. After so much of this hijacking, Peeta's mind began to slowly break down as the girl he once knew turned into a monster trying to kill him. When Katniss and Peeta next meet, he believes that she is a muttation, out to get him. President Snow did all of this to him; Peeta didn't purposely turn on Katniss.
