You have asked one of the great theological questions of all time, namely, how can Allah judge/blame us for what we do if he already knows it as something that already happened? Jewish, Christian and Islamic scholars have all wrestled with this one, and you're not going to get a final answer here. One answer that has been given is that foreknowledge is not the same as predestination, although it's difficult to appreciate the difference.
No one can predict about any one whether he will go to hell or heaven. Only Almghty God (Allah) knows. No one knows who will be who in the end.

The creation was created because life is a test to see which is best in actions and deeds, so in life after death they'll see who will enter paradise or hell according to their faith, deeds, beliefs, actions, intentions, etc..
Due to the human tendency to translate into images and metaphor, it is unlikely that if anyone saw hell they would be able to describe it effectively. Only God knows for certain, we can but speculate.
