Christians were occasionally persecuted during pagan times, usually for secular reasons, rather for their religion. Christians also persecuted other Christians after the time of Emperor Constantine - they did not just persecute pagans, as sometimes imagined.
Nero, perhaps unfairly, blamed the Roman Christians for the Great Fire of Rome, persecuting some and forcing others out of Rome. Historians say that there is no evidence that he instituted any further persecution of Christians, other than this.
Emperor Trajan (98-117) appointed Pliny as governor of Bithynia and Pontus, where Pliny encountered Christians and wrote to Trajan to enquire how to deal with them. Edward Gibbon (The Decline and Fall of the Roman Empire) says that from the ignorance of Pliny we may assume that there were no general laws or decrees of the senate in force against the Christians and that neither Trajan nor any of his predecessors (including Nero) had created any precedents in the civil and criminal jurisprudence.
In fact, the total number of years of official and widespread persecution of Christians during pagan times is estimated to be no more than twelve. By the third century, it was perceived that Christians had become a powerful state within a state. It passed and enforced its own laws against Christians, kept its own treasury, and Christians appeared to owe allegiance to the bishops ahead of their Roman governors. When Diocletian instituted the Great Persecution in 303 CE, this arguably had more to do with the perceived threat of Christianity to the good government of the Roman Empire than with religious persecution for its own sake.
Christians persecuted other Christians whenever there was a disagreement over doctrine, and the Christians who had support of the Christian emperors were in a position to move against those they regarded as heretics. No sooner had Constantine become the first Christian emperor, than he approved persecution of the Donatists of North Africa. Then, a split occurred between the Arians and Trinitarians, only being resolved towards the end of the century by the Arian Christians being outlawed.
