Why Germany's first world war reconstruction performance was so feeble in comparison with that following the World War 2?

After World War 1 the Germans were forced to pay restitution and reparation funds to the nations they destroyed. They did not have any more money to take care of themselves. They did not get bombed in their own nation in that war. After World War 2 they received help from the United States under the Marshall Plan and they helped them when they occupied Germany for nearly ten years. The US paid the German people salaries to repair their own country the US and Britain had bombed.
