I had the same problem with my explorer, there is a drive motor which changes from four wheel drive to two wheel drive located on the transfer case. it drives a worm gear the has cam on it to indicate the stop point for the motor. on the stop point, which is a pin there is a plastic ring about 1/8 inch in thickness. this ring broke and allowed the motor to travel just beyond the stop point and the sensors couldn't tell if it was in two wheel or four wheel so it did nothing. I took the motor off and was able to find a plastic ring the same size and reinstalled it. it has been working fine ever since. If that isn't the problem either the motor is bad or the drive electronics for the motor are bad. Those are tougher to fix.
