Russia is developed and still developing. As Russia is such a big country which has such a huge population, it means that is a bit unfair to put it against other countries because, it is so much bigger. This means that the numbers are so much lower and that smaller countries seem more developed than Russia. But I would say Russia is more developed than undeveloped.
