"Flushing" a radiator is recommended when the coolant has passed its recommended service life or has been mixed with other fluids. Most manufacturers have outlined in the owners manual when it should done as maintenance.

If your radiator isnt leaking and car is having a over heating problem and coolant spewing out. Chances are your thermostat needs replaced. possible the radiator needs to be flushed. But more likley its thermostat
YEs it should!! the tech is trained to accomplish all that > when a car comes in they cannot let the car leave if there is still something wrong like the radiator not being flushed after changing the manifold gasket, your tech was probably hoping that you would pay the extra cost.
Either the water pump impeller is loose on it's shaft, or you have a leaking head gasket.
If the rust and metal that builds up in your radiator isn't flushed properly then after time it will clog up your heater core. That's a pretty pricey fix by the way.
