Youre fuel level sensor might be broken near the top of its stroke (inside tank).

The fuel gauge is located in cars. It is used to tell how much fuel is left in the tank. When this gets low the tank will need filling up with more fuel.
In most cases the fuel gauge sending unit inside the fuel tank is at fault.

You would need to use alternative method of checking the fuel level, such as dipping the tank.
bad or dirty float on the fuel pump in the gas tank.
are you sure you reconnected the wire to the gauge when you did the fuel pump? also the gauge requires a good ground to the tank. its possible you don't have a good connection. just some thoughts.

Check the fuel sending unit, it may need to be cleaned. This is easy to do yourself.
