An air conditioner cools through the compression and expansion of gas (usually Freon). The gas is compressed, and gets hot because of the compression. The hot gas is then sent through a coil, where the heat is blown off with a fan (this is the hot air you're getting on the "outside" of the air conditioner). Once the heat has been vented off, the gas moves into another coil, where the gas goes through a small hole into larger tubing, where the gas is allowed to expand again. That expansion causes the gas to cool, and that is once again blown off of the coil.
So, to summarize... freon is compressed into a small tube using a compressor. The compressed gas heats up and is vented outside. The gas then goes through a small aperture into a larger, more spacious tube where it expands rapidly and cools. That cools the coil, and the cold air is blown into the room. The gas then returns to the compressor to repeat the process.
So, the reason that an air conditioner blows hot air outside, is because it's blowing cool air inside.
