If your 92 Toyota Corolla taillights are out, but the dash light and fuse work fine, the bulbs could have burn out. Replace bulbs on each side.

from what i know there are separate fuses for the left side lights and the right side lights so it might be a fuse

My husband and I fixed ours on a 1985 Toyota corolla. There is a blower motor which was located under/ behind glove compartment, we bought a used one from a junk yard switched then and we had our vents back.
Probably the Tail light fuse is blown. You also lose dash lights when this fuse blows also.

You didnt mention what year, but on a 1990, there is a dial below and left of the steering column on the dash.
