Canada joined the United States in the Afghanistan War because they saw Al-Qaeda as directly responsible for the events of September 11th and felt that it was their duty to help America defend itself. However, due to strong Canadian Anti-Iraq War sentiment, Canada refused to actively join the Iraq Coalition unless it was sanctioned by the United Nations. As it was not, they did not join.
Note: There are currently no foreign troops in Iraq from the Coalition anyway (including the United States) which is another reason why there are no Canadian troops there.
