All Dog Breeds descended originally from domesticated wolves, man has selectively bred them for different things - behavioural traits, sizes, and coats. By breeding only the smallest individuals from each generation, you eliminate the genes that produce larger individuals, so over hundreds of years, the average size of the breed will get smaller.

So Chihuahuas are small and thin because man has bred them to be like that. Why they were specifically bred like this, is actually unknown. 'Toy' dog breeds are almost always pets, ones that can be carried easily, ones that don't eat much. Chihuahuas may have been bred for that purpose.
