That's a small question for so much words!
According to Hebrews 12.2, it's Jesus '...the author and finisher of our faith...' And in Ephesians 1.22, '...He (God)... gave Him (Jesus) to be head over all things to the Church...'. And Colossians 1.18, 'And He is the head of the body, the Church...'
Now, the answer will be somewhat different if one asks, 'Who is the head of 'X' denomination, or 'Y' congregation. While in the larger, Spiritual sense the answer is still, Jesus Christ, the administrative head will be a person determined by the makeup of that congregation and/or denomination. For instance, in the Roman Catholic Church it's the Pope.

Like said up above, the Pastor is not the church leader, instead it is God who is the church leader. As stated in the Book of Matthew, "Worry not of what you will say, for it will not be you saying it, instead it will be the Holy Spirit speaking through you."
