In a word, experience.

The people sought for the important posts in government generally have dealt with most situations that thay are likely to encounter, and have a record of being able to handle authority. Those that have made too many mistakes are not contenders, nor are those who have too little knowledge of the political process.

Sometimes a younger person will perform admirably when given the chance, but they are just as likely to need someone to instruct them in handling situations, and may face indecision when confronted with differing advice from their advisers.
