They are NOT connected via rivers & lakes! Such water bodies are on land hence above sea-level! Yes, the tidal "bulge" in the sea-level moves round the Earth daily but the oceans' overall level is more or less constant because they are linked round the continents. The Atlantic Ocean joins the Pacific Ocean both round Cape Horn and over the North Pole. Look at a map of the world.
