Betta fish are 'mean' because in their wild native habitat they have to stake a claim on a territory in order to feed and reproduce successfully. They must defend this territory against other fish, and so they have become territorial in order to survive. They are not 'mean', becaues meaness involves malicious intent, but this is simply a natural behaviour that is nessesary for the fish to survive in the wild.

Bettas are originally from Thailand. Although, they don't look as beautiful and colorful as you would see them at your local pet store. In the wild, they are brown or black and have short tails so they look like slugs.
Do you mean female and male? If so, then the female betta fish is smaller and less elaborate than the male.
This is not a Betta fish question so it belongs elsewhere.
