I'm assuming you are talking about North American building wiring. Black should be hot. If the white is hot, it is open (disconnected) somewhere, or mis-wired. An open neutral can be energized by voltage feeding from a hot, through a load, such as a lamp, to the ungrounded neutral. More people are hurt or killed by open neutrals then by hot wires because they assume the neutral is 'cold' and neglect to take safety precautions. Of course, someone might have used a white for hot intentionally, either out of ignorance or just too lazy to getthe correct wire.
