It may be just because they don't know you, or any other person that they haven't met or talked to before. Don't know if you have that feeling of meeting someone for the first time you don't really talk for a while then all of the sudden you start conversing. It also would be their personality somtimes, just a "quiet" guy, likes to be alone. I'm pretty shy, and sometimes i just feel nervous being around a girl that's attractive. Also if could be because it is too public and they might think that there's too many people watching him. Hopes this helps.
