I don't think they should be. They cost the supermarket money to get them made and they have a bad effect on the environment as the take years to bio-degrade. If they are free people take as many as they want and simply throw them away. All the major supermarkets have agreed targets to cut down on plastic bag usage and selling them does put some people off buying them. They supermarkets are now very concerned about their environmental impact and want to be seen as being socially responsible. I know in countries like Germany and France they have not used plastic bags in supermarkets for years, it is part of their culture to bring your own bag. I think it will eventually catch on here.
