Flu viruses change, or mutate, over time, so to develop next year's flu's vaccines, scientist must be able to predict what form the most predominant type of flu virus will take in order to develop a vaccine that will be the most effective for the most number of people. Also, there are many types of flu virus in the population, so they need to pick the virus to make a vaccine for that is most likely to be affecting the most number of people.
