Because the guy wants to see what you would think what romantic is. so when the time comes when he will ask you out he will take you somewhere romantic for a date. and guys aren't that talkative because they want to hear you talk or hear what you like, and they don't want to say the wrong thing. some guys are really romantic but they wont show it until you guys are dating cuz they don't want other people to know that the guy likes you. i think i am in the situation where this guy likes me and he likes me A LOT but he doesnt want anyone else to know and he just won't ask. those reasons might help you and just be yourself that is all that counts. :)
