Alcohol is used to disinfect surgical equipment and other items which need to be made sterile before re-use because bugs can't live in alcohol. Heat is used for the same purpose.
Dry heat is heat without humidity, and wet heat is heat with a lot of humidity.

Rubbing alcohol works by desiccation--it dries out any bacteria as it evaporates, thereby killing the bacteria. If it is to work effectively, it must be allowed to dry after application. If a nurse gives you an injection or wipes the rubbing alcohol off before it is dry, they are not using it properly.
No you can't use rubbing alcohol to sterilize tattoo needles. Rubbing alcohol might disinfect the needles but sterilization for tattoo equipment is usually done with a "Steam Sterilizer (Autoclave)" which removes spores by applying heat and pressure to the equipment.

Alcohol does not absorb heat. It is used, because it evaporates quickly, thus drawing heat away.
