- actual size of the internet/number of illegal sites making it difficult to contain the problem
- police forces focusing their limited budgets on other areas (child pornography etc online)
- filmed in countries that don't spend police resources to address the problem
- hosted in countries that don't spend police resources to solve the problem
- possibly a number of countries where it's not considered illegal that host the sites
- having not viewed any, it's possible that at least some of it is also faked

Eventually all countries will share the same views on copyright infringement and the torrent sites will cease to exist. That doesn't mean the activity will go away, it just means they'll have to find a way to do it that isn't as public.
