Because Mexico can't produce all the products and services it needs. In fact, no country in the world can.

For instance, Mexico does not have enough bauxite (aluminum mineral) to fulfill all its industrial necessities, so it needs to import such mineral from countries with an excess of bauxite, and willing to sell it. In fact Australia - the largest producer of bauxite and aluminum products in the world - is the biggest supplier of bauxite to Mexico.
