Independent agency is a regulatory agency established by congress. Several different tasks are performed by independent agencies, It is a part of the government of the United States but works independently of the executive governmental departments. Independent agencies are responsible for keeping the government and the economy working smoothly.
Independent agencies- called "independent" because they are not part of the Cabinet. Three types: * Executive agencies- part of a government department that is treated as managerially and budgetarily separate in order to carry out some part of the executive functions * Government corporations- permanent or semi-permanent organization in the machinery of government that is responsible for the oversight and administration of specific functions, such as an intelligence agency. There is a notable variety of types of agency. Although usage differs, a government agency is normally distinct both from a Department or Ministry, and other types of public body established by government. The functions of an agency are normally executive in character since different types of organization (such as commissions) are normally used for advisory functions, but this distinction is often blurred in practice. * Regulatory commissions- federal agencies that impose regulations but are free of political influence.Ex. Nuclear Regulatory Commission

it is called umbrella-like because it is organized by each president in turn. The executive office is in fact an umbrella agency--separate agencies staffed with the president's most trusted advisors and assistants.
This is provided by the separation of powers between the legislative and executive branches of government, as set forth by the US Constitution.
Which philosopher shared john Locke's belief that the executive and legislative branches of government should be separate?
No. The US Supreme Court is head of the Judicial branch of government; the President and his (or her) Cabinet are part of the Executive branch of government. They are separate and independent of each other.
