We have a federal system and in that system the constitution is the law of the land. Without this each state would be an individual place and we would not be the "united" states. Before the constitution was written the Articles of Confederation tried to be independent from a central government and it didn't work. People working together as a unit can get more done, live better, and have a better life.

Actually there are three governments..... Unless you include federal it is national, state and local.
The United States calls its form of government where its power is divided between the national and state governments a Federal System. It created that type of government. In that case, the national government has responsibility for certain aspects and the state governments have responsibility for certain aspects. In France and England almost all power resides at the national level while administration occurs at the local level.

This is good and bad, from a historical standpoint of court cases local laws are often far more oppressive than national laws but governments on a local level are much easier to manage than national ones.
