Because of job security, first and foremost. Last year, a jet airplane was loaded with nuclear missiles and it flew across the country: this is nothing new and exciting, because we transport nuclear missiles this way frequently, but what was startling was that the pilot and receiving base did not know they were nukes. The plane sat on a tarmack for days with a chain-link fence guarding million dollar and exceptionally dangerous weapons. Earlier this year, a navy pilot crashed his plane into a home in California killing three citizens, because he was flying too low (no mechanical failure). For some reason, I would be willing to bet my farm that in neither circumstance did the government fire an individual for wrong doing - when wrong doing certainly had occurred. Now, if you are an engineer at Boeing, and the component you design doesn't meet its performance and price target, you are liable to be fired and deserve to be. More importantly, when you start on said project, you know that you are performance has the ultimate consequence of a firing, so this does act as a motivator. I asked a government employee, currently in a military branch, what would happen if you slack-off to the point where any normal boss would fire you after perhaps a week of no performance, and he said that the performance would be evaluated and accounted for at the next performance review, which can be separated by as much as four or six years. Right now, I am sure alot of people would be happy to collect a salary check (a bulk of it, not taxed) for just playing internet games from 10 to 4 (his hours, not mine). We should fire government employees who do meet performance standards, and these need to be set by tax payers, and not the keepers of the gate or, most likely, cronied unionized peers.

What else can I help you with?
