If an older man prefers teenagers then he's nothing but a predator and it's all about control. These men can't handle mature women, so they can wow the teenage girl because she is more immature in most cases and is more apt to look wide-eyed in wonderment at him which he's suck up like a sponge. Not all men go after younger women, but it's true, many do. It brings back their youth, they want to feel young again and the younger woman provides that (for awhile.) Again, this is immature and the desire not to grow up.

As for teenage girls, well the age of consent used to be 12-14 in the U.S. which reflected the fact that girls are fertile at that time, so while odd that an older guy, say 40 into a girl age 13 is a bit far out (as in nabokov's lolita) but the U.S. is so conservative it treats it criminally. Very strange indeed. So the lesson in all this is Girls, you have 12 years (18-30) so make the best of it, and good luck getting a good man.
