They're not - it's only the initial video presentation and video cuts that are 720p. The games themselves run at 1080p.
Some HDTV's (like my own Aquos) will show you the resolution change between the game and the video clips as the game switches back and forth.

Many games are only made in 720P. All TV shows are made in 720P or less even though they say broadcast in HD. The cost and the equipment required for the games to be designed in 1080P must be a factor. Also since TV shows are considered to be in HD at 720P and nothing is available in 1080P except Blu-ray discs it's still rather new feature for thee games manufacture to offer. However just like people claim that PS3 is too expensive even though it now costs the same as a Xbox360 Elite won't believe most major newly released games are only 720P.
The Xbox 360 games are actually 720p however they are up-scaled to 1080p on the Xbox thus they are not native 1080p games. The PS3 does run games at a native 1080p though in some cases that can be to much for the hardware of the PS3 and it can cause lag.

Your PS3 works on all PS3 games except for PlayStation Move (without having PS Move ) and possibly 3D and then it takes the signal from working to whatever TV or HDTV it is connected to. If the Connection is the A/V 480i cable that came with the PS3 that will be the reception you get no matter what the game or TV is. If your HDTV is 720P the PS3 will upgrade everything to 720P including movie DVDs and not just games provided you are connected with at least Optional Component A/V cables and not the ones issued with the PS3

To get your PS3 to output in 720P you will need an HDMI cable and an HDTV. Connect your PS3 to the HDTV using the HDMI cable. After you connect the PS3 to the HDTV go to options and then output setting and choose to output in 720p.
