The difference between PC and Notebook price is not that big. However, PC parts have no size and heating limitation requirement. It has lower durability requirements too (less moving parts). This allows cheaper production. For example, it is harder to make smaller hard disk that provides same storage space. It is harder to cool laptops graphical card.
The portability associated with notebook computers make them more expensive. Also, their construction is a bit more robust because they are carried around.

Because the engineering and design is more critical due to using much smaller parts. Miniaturization of the hard drives is more expensive and the heat sinking of heat producing items on the motherboard is more critical. There are a number of reason, but those are some of the most important ones.
There are many differences between laptops, notebooks, and net books. Notebooks and laptops are generally the same in regards to use. Notebooks usually have more power than laptops and are bigger in size. Net books are less powerful than the other two and are very small mobile computers.

Usually Intel Atom or ultra low voltage processor is used as it has extremely low power consumption and with that a very low heat signature, which minimizes or eliminates the need for active cooling, the main contributor to thickness of notebooks. As storage, notebooks would use a standard sata 2.5" hard disk or SSD. On some notebooks and most netbooks the SSD is soldered on the mainboard to save space. Then there is a battery package, integrated or not, keyboard and trackpad, and the screen. On ultra thin notebooks it is rare to see internal optical drive but those that do have it would have an ultra thin DVD writer included (such as Toshiba Portege does). So in essence the thinnest notebooks are not that different from full sized ones except when it comes to heat generating parts, and in integration of components for lowest power consumption possible.
Best Buy sells a variety of laptops and notebooks. The ones that will cost the least will be netbooks, but before buying, make sure that you are comfortable typing on their keyboards, and that it will have enough power for the things you want to do.
