Because they don't work enough or get higher paying jobs. The ones who go to school, stay in school and focus on learning get educated and find better jobs. Those that do otherwise and don't care about their education, character or personal responsibility and if their parents don't care enough to help them, become slaves to government handouts and welfare. It is now well integrated into many cultures for over two generations, this ideology that the gov't will take care of them, so they need not focus on learning to take care of themselves.
