In most places, railway track just sits on the ground. It is not attached to the ground. The stones (or "ballast") cushions the ride of train so: 1. the rail doesn't move much and become damaged; and 2. the train doies not derail. Along the Northeast Corridor in the USA, concrete is laid down and the rails are attached to the concrete. This allows the Acela and other faster trains to operate on the tracks.
