they are not ... if u mean why do Muslims take their shoes off before entering the mosque ( masjid ) then that's just because a mosque is the house of god and it should be respected and kept clean .. so u shouldn't walk with ur shoes on into the mosque to bcoz u step on all sorts of stuff in the street and u shouldn't drag them into the mosque and it's also a sign of respect to the place..and Allah knows best

It is NOT a part of the mosque. Shoe racks are for placing shoes as they may be dirty. Racks should be placed out of the Mosque Room.
