skeletons are the remains of dead people after the flesh has decayed. since it is the only thing remaining of the body, some people believe that IF the spirit of the person were to still be hanging around, it might stay in the vicinity of what is left of its body.

Because it is what is left of that person; its a part of them, a chilling reminder. And for scary stories they sometimes use it to make the storie way scarier then it really is.
