The RER is a cell's protein making machinery for proteins which are destined to be secreted from the cell (e.g insulin, growth hormone, cell signaling molecules, etc.) or for those which are going to be stored inside a cellular vesicle (e.g. digestive proteins inside lysozomes). The RER ribosomes assembl the proteins and then the proteins are shuttled to the Golgi apparatus where they are packaged and labeled for secretion.

Ribosomes free floating in the cytoplasm assemble proteins that the cell uses internally for it's own metabolic or structural needs.
