Well, they're permanent only to an extent. Over a long enough span of time the pigment is broken down and dispersed into the tissue surrounding the design, thereby fading it. Also, if you were to be cut or scratched deeply on the design, the scar will form and will have little to no pigment along the wound so you will have to get it fixed from there. Also, once the pigment has been injected into the dermis and aftercare is being taken to it and too much aftercare ointment, specifically Vaseline is applied to the site, it will leave your pores open too much and there is a good likelihood that some of the ink will be drawn out during the healing due to this. But to answer your question, it is permanent since the pigment has been injected into the dermis and cannot thereby be extracted. This is why the only alternative to having a tattoo is to get it removed with laser treatment, which is quite painful, fairly expensive, and you have to go multiple times.
