The word army is used singularly in this instance, so you use the word "is." Also, when the Army is referred to as a specific entity, it is capitalized.

To answer your question, the Army is important because countries need a land-based force to defend them. If, say, the French (who have an army, a naval force, and an air force) didn't have an army, then the country wouldn't be able to adequately defend itself against its enemies. They would be more easily overpowered by a land based attack than if it had an army.
