Betsy Ross, the creator of the colonial flag, was a quaker. Quakers often sat in circles during their religious meetings because they believed that no one person was superior than another in the eyes of God, and God was the center. The did not believe in having a priest, or a pastor/minister teach Scriptures but simply "Friends" discussing religion. Each star represents one of the 13 colonies, her intentions were to symbolize unity and that no one colony was superior to another. Also, she wanted God to be the center of the 13 colonies.
