An interested group convinces legislators that there is a gap in coverage of a government agency or in reaction something notorious happening, the allocate money to set up a new agency or branch or expand an existing one. Once that new entity has established itself it's pretty much there for good. How often do you hear about an existing government office or agency being closed? Almost never.
