The founding fathers thought that two houses would protect the rights of the people. It also provided a way of giving small states an equal say in the senate, while allowing the larger population states to feel like they had the advantage in the House of Representatives. The constant requirement to pass bills by both of the groups helps insure that there is less hanky panky going on and fewer deals being made that could hurt the people.

When the founding fathers wrote the constitution the representatives from the 13 colonies couldn't decide weather to set each state's representation equally, or by population size.

Senate: Each state gets 2 senators, no more, no less.

House of Reps: Total of 435 representatives, each state gets a certain number based on how many people live in that state.

They created 2 houses as a compromise to represent the people both by population size, and equality.

The two branches of the legislature was created as a compromise between states with large populations and states with smaller populations. In the house states have representation roughly equal to population and in the senate all states have equal representation.
