Why are there two water tanks connected to my plumbing one connected to the water pump and the other connected to the first water tank?

The second tank is a reserve tank. The first tank may not have been enough to feed your house so a second tank was installed or its an emergency back up for when the water is cut off and then you have two tanks to use while waiting for the water to come back on instead of one.
