Your question isn't very clear. Toilet must be leaking somewhere. Shut off valve, supply line, the seal between the tank and the bowl or the wax ring underneath the toilet. In warm weather, the tank can sweat if the water filling it is cold in high humidity. It pretty much has to be one of these places.
is is most certainly a blockage in the sewer line. Call a plumber to come and check it out and clean your sewer line for you.

The standard placement is 20 - 24 inches from the floor up to the center of the TP holder. New toilet configuration these days my be several inches higher than the old standard toilet. If you have a newer toilet, adjust accordingly.
