Most public beaches in US states dont enforce based on sex, just the size (coverage) of the swimsuit or thong. The problems with a man in a thong are caused by cultural or societal objections. If the police determine that a man or woman is dressed in a way that is causing a problem, they can charge that person with disorderly conduct. Civil rights lawyers love these cases because the law is not clear in most cases.
